Ho Chi Minh City, Quang Ninh deploy points for registration, issuance and renewal of driving licenses
Ho Chi Minh City deploys 80 points for registration and issuance of vehicle license plates for ward,
commune and town police; while each district level of Quang Ninh has at least one ward/commune
to carry out procedures for issuance and renewal of driving licenses.
On March 3, the Traffic Police Department, Ho Chi Minh City Police, deployed 80 points for registration
of road motor vehicles for police of wards, communes and towns when there is no longer a
district-level police organization.
The police of 17 wards in districts and Thu Duc city (where the district and Thu Duc city police previously
had headquarters to perform the task of registering motorbikes) are authorized to register and issue license
plates for motorbikes, motorbikes and vehicles with similar structures to motorbikes of domestic organizations
and individuals with headquarters and residence in the locality. Wards in districts and Thu Duc city have not been
authorized to register vehicles.
Specifically, at District 1, it is Cau Ong Lanh Ward Police; District 3 is Ward 4 Police; District 4 is Ward 13 Police;
District 5 is Ward 13 Police; Thu Duc City is Binh Tho Ward Police…
In the districts, there are 63 points in the Commune and Town Police that have been assigned to register motorbikes
in the districts of Binh Chanh, Can Gio, Cu Chi, Hoc Mon and Nha Be that are assigned to additionally register and
issue license plates for cars and specialized motorbikes of domestic organizations and individuals with headquarters
and residence in the locality (under the registration authority of the District Police as prescribed in Clause 3, Article 4
of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security on the issuance and
revocation of vehicle registration certificates, license plates for motor vehicles and specialized motorbikes). Of which,
Cu Chi has the most 20 motorbike registration points; Binh Chanh has 16 points; Hoc Mon district has 9 points;
Can Gio and Nha Be each have 6 points.
A representative of the Traffic Police Department, Ho Chi Minh City Police, said that most of the motorcycle registration
points are concentrated in the central areas of districts, towns, and Thu Duc City. “Thus, in addition to performing the
first vehicle registration process on the National Public Service Portal, people who need to carry out procedures related
to vehicle registration and management can go directly to the Commune-level Police to get it resolved," said a representative
of the Traffic Police Department, Ho Chi Minh City Police.
Quang Ninh: Each district level has at least one ward/commune to carry out procedures for issuing and exchanging driver's licenses
Quang Ninh people can go to the Road Motor Vehicle Driving License Examination Team, Traffic Police Department
- Provincial Police (a department working at the Provincial Public Administration Service Center) or go to 13 Commune-level
Police in 13 districts, towns and cities in the province assigned by the Traffic Police Department according to regulations.
In Quang Ninh, 13 Commune-level Police are assigned to issue and exchange driver's licenses, including: Cao Xanh Ward
Police (Ha Long City), Cam Trung and Tran Phu Wards (Cam Pha City), Phuong Nam Ward (Uong Bi City), Ward Duc Chinh
(Dong Trieu city), Quang Yen ward (Quang Yen town), Tien Yen town (Tien Yen district), Quang Ha town (Hai Ha district),
Dam Ha town (Dam Ha district), Binh Lieu town (Binh Lieu district), Cai Rong town (Van Don district), Co To town (Co To district)
and Ba Che town (Ba Che district).
The Public Security Agency receives and resolves procedures for testing, issuing and exchanging driving licenses,
the components of the application documents remain unchanged compared to before. People can complete the
procedures for issuing and exchanging driving licenses online on the public service portal or directly at counters
from 49 to 52, 2nd floor, Provincial Public Administration Service Center and the 13 commune-level Public Security
Departments mentioned above.
