On the afternoon of February 9, the People's Committee of Ha Nam province held the
groundbreaking ceremony for the investment project to build a parallel road of Ring
Road 5 - Hanoi Capital Region (phase 1), from the intersection connecting with National
Highway 21B to the intersection with the road connecting the two highways in Binh
Nghia commune, Binh Luc district.
Mr. Pham Quang Hung, Director of the Ha Nam Province Construction Investment Project
Management Board, said that the first phase of the project starts at the intersection connecting
to National Highway 21B (on the right bank of the Nhue River) in Tan Hiep Ward, Phu Ly City
and ends at the intersection with the road connecting the two highways in Binh Nghia Commune,
Binh Luc District.
The route has a total length of 8.372km, the scale of a level 3 delta road; building 3 new
bridges including Tien Tan Bridge, an overpass over the irrigation canal and Tien Phong Bridge;
investing in the construction of intersections with National Highway 1, the North-South railway...;
organizing traffic with roundabouts, painted lines combined with traffic lights; drainage system,
planting trees, lighting, suitable for infrastructure and landscape. The project implementation
period is from 2024-2027.
The completed investment route will form the province's East-West dynamic axis, connecting
the infrastructure along both sides of the Ring Road 5 and neighboring areas through the local
transport system, contributing to the gradual formation of the Ring Road 5 parallel route. Thereby,
creating favorable conditions to promote investment attraction for local socio-economic development;
creating the premise to complete the transport network according to the province's planning, especially
connecting smoothly between districts, cities and towns in a convenient way, preventing congestion,
reducing transportation costs, and ensuring environmental sanitation. At the event, Vice Chairman of the
People's Committee of Ha Nam Province Tran Xuan Duong emphasized that the investment in the
construction of the parallel road of Ring Road 5 - Capital Region from the intersection connecting with
National Highway 21B to the intersection with the intersection connecting the two expressways in Binh
Nghia Commune, Binh Luc District is extremely important, contributing to increasing traffic capacity,
meeting the transportation and trade needs in the region, while promoting the socio-economic development
of Ha Nam Province in particular and the provinces in the Northern Economic Region in general.
Vice Chairman of the People's Committee of Ha Nam Province Tran Xuan Duong requested the investor
and contractors to implement the project on schedule, ensuring the quality of the project.
