Temporarily stop resolving the regime for officials who are not re-elected or re-appointed from March 8

The Ministry of Home Affairs recommends that localities temporarily stop resolving the regime for officials 

who are not re-elected or re-appointed for a term at Party, State agencies, and socio-political organizations when they leave work.


The Ministry of Home Affairs has just issued Official Dispatch No. 079/BNV-CCVC on giving opinions on the 

regime and policies for officials and civil servants who are not re-elected or re-appointed at Party congresses at all levels.


The document clearly states that, implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo 

on organizing Party congresses at all levels, towards the 14th National Party Congress, the Government has 

issued Decree No. 177/2024/ND-CP dated December 31, 2024 stipulating the regime and policies for cadres 

who are not re-elected, not re-appointed, and cadres who resign or retire at will.


However, on February 28, the Politburo and the Secretariat issued Conclusion No. 127-KL/TW on implementing 

research and proposing to continue to reorganize the apparatus of the political system. Accordingly, Clause 7, 

Section II of this conclusion clearly states: "Temporarily suspend the organization of Party congresses at the

commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have 

specific instructions and guidance."


Based on Conclusion No. 127-KL/TW and the proposals of a number of localities, the Ministry of Home Affairs

requests that from March 8, agencies, organizations and units temporarily not implement the settlement of 

regimes and policies for commune-level and district-level cadres and civil servants within the scope of 

Decree No. 177/2024/ND-CP.


For cases that have been decided by competent authorities to enjoy regimes and policies under Decree 

No. 177/2024/ND-CP before March 8, these benefits will remain unchanged.


The Ministry of Home Affairs requests provincial Party Committees, city Party Committees, and People's 

ommittees of centrally-run provinces and cities to direct their affiliated agencies, organizations and units 

to strictly follow the instructions.


According to Decree No. 177/2024/ND-CP, cases that are not re-elected or re-appointed are entitled to 

early retirement or leave work until reaching retirement age./.
