Cao Bang: Commending brave border guards to save people swept away by flood
Private First Class Ly Van Vu and the Working Group of Ngoc Con Border Post discovered and promptly
rescued Hoang Ngoc Han (born in 2011) who was swept away by floodwaters while crossing the Ta
Nay underground bridge, Ngoc Khe commune.
Ngoc Con Border Post (Cao Bang Provincial Border Guard) organized a ceremony to commend and reward
individuals who bravely and promptly rescued people swept away by floodwaters.
Previously, Hoang Ngoc Han (born in 2011, Na Thoang hamlet, Dinh Phong commune, Trung Khanh district,
Cao Bang province) was unfortunately swept away by floodwaters while crossing the Ta Nay underground bridge,
Ngoc Khe commune.
At the time Han was in trouble, the Working Group of Ngoc Con Border Post promptly discovered it. At this time,
Private First Class Ly Van Vu (born in 2003, enlisted in February 2023) jumped into the large stream to save the victim.
The working group supported and approached to bring Han safely to shore. After first aid, the victim recovered
and was brought back to her family by the working group.
Mr. Hoang Van Thuan (Han's father) said that Han was swept away by floodwaters while he and his sister,
Hoang Thi Tam (born in 2008), were on their way home from a relative's house.
While riding an electric bicycle across Ta Nay bridge, due to the strong floodwaters, Han and her bike were
swept away by the floodwaters, while her sister was lucky to jump out and escape.
The actions of Private First Class Ly Van Vu and the working group of Ngoc Con Border Post demonstrated a
high sense of responsibility, courage, and willingness to face danger when people were in trouble,
clearly demonstrating the spirit of "serving the people, sacrificing for the people."
This action also contributes to enhancing the traditional qualities of "Uncle Ho's soldiers" and the image of the
green-uniformed soldiers in the hearts of the people in the border area.
In response to the beautiful action demonstrating the brave spirit of "serving the people," the Party Committee
and the Command of Ngoc Con Post decided to commend and reward the Working Group and Private First Class Ly Van Vu.
In Cao Bang, therefore, people need to strictly comply with regulations and rules on safety in places at risk
of drowning as well as instructions from authorities on traveling when flood waters rise and flow rapidly during
heavy rains (underground areas, rivers and streams) to ensure safety./.
