On the morning of February 11, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired the
regular online meeting of the People's Committee of the city in February 2025 to review a number of
contents to be submitted to the upcoming meeting of the People's Council of the city and according
to the 2025 Work Program of the People's Committee of the city.
At the meeting, the People's Committee of the city reviewed and approved the Proposal of the People's
Committee of the city to submit to the People's Council of the city for 3 group A projects including:
Investment project to build Tu Lien bridge and the approach roads at both ends of the bridge
(from the intersection with Nghi Tam street to the intersection with Truong Sa street);
Investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge;
Investment project to build Tran Hung Dao bridge.
According to the Hanoi People's Committee, Tu Lien Bridge will be invested with over
VND 19,000 billion and is expected to start construction at the end of May 2025.
Tu Lien Bridge is one of 9 bridges across the Red River that will be built according to the plan and
urgently formed to reduce traffic congestion, promote socio-economic development on both
sides of the Red River and Hanoi city.
The Hanoi People's Committee is assigning the Department of Transport and related units to speed
up the completion of investment procedures to start construction soon.
According to the proposal, the Hanoi People's Committee proposed that the Prime Minister decide
to assign the city as the project's governing body, in compliance with the provisions of the Law on
Public Investment dated November 29, 2024. At the same time, Hanoi proposed that the Government
approve the policy of allocating the central budget to support at least 50% of the total investment for
the construction of the main bridge and the access roads at both ends of the bridge.
The remaining funding will be covered by Hanoi City and Hung Yen Province, including local budgets
for compensation, resettlement support, investment in the construction of parallel roads and the
remaining part of the main bridge and approach roads.
The Ngoc Hoi Bridge project starts in Thanh Tri District, Hanoi (Km0+00), connecting to the end point
of the Ring Road 3.5 project from Phuc La-Van Phu to Phap Van-Cau Gie Expressway, about 360m from
the expressway towards Huu Hong Dike. The end point of the bridge is in Van Giang District,
Hung Yen Province (Km7+500), connecting to Ring Road 3.5 in Hung Yen Province, 700m from Ta Hong
Dike towards Hanoi-Hai Phong Expressway.
The total length of the project is about 7.5km, of which the section through Hanoi is 5.4km long,
the section through Hung Yen is 2.1km long. The main bridge over the Red River and the approach
bridge have a total length of 7.2km and a width of 33m, while the approach road on the Hung Yen
side is about 300m long and 60m wide.
The total investment of the project is expected to be about 11,770 billion VND, using capital from
the Hanoi city and central budgets. The project is divided into 6 component projects,
of which component project 3 is the investment in the construction of Ngoc Hoi bridge and the
approach roads at both ends of the bridge with an investment of up to 10,198 billion VND.
Tran Hung Dao bridge has a total investment of more than 16,000 billion VND with a length of 5.6km.
The bridge is expected to start construction in May 2025, connecting Hoan Kiem district,
Hai Ba Trung district with Long Bien district.
The investment project to build Tran Hung Dao bridge has one end located in Hoan Kiem district
and Hai Ba Trung district, the other end in Long Bien district.
The starting point of the project is at the intersection of Tran Hung Dao-Tran Thanh Tong Street
(Hoan Kiem District) and the end point is at the intersection with National Highway
5A-Nguyen Van Linh Street (Long Bien District).
Regarding the construction location, on the Hoan Kiem District side, the Tran Hung Dao Bridge project
passes through most of Van Kiep Street, located near the 108 Central Military Hospital. On the Long
Bien District side, at the section near the Red River, Tran Hung Dao Bridge is adjacent to the residential area.
In addition, the road connecting Tran Hung Dao Bridge to Nguyen Van Linh Street will be located
between Lam Du Lake and Gia Lam Airport. The project will have a total estimated investment of
more than 16,000 billion VND. The project is built permanently with a total length of about 5.6km, a scale
of 6 lanes for motor vehicles, 2 lanes for bicycles, 2 lanes for pedestrians, and a design speed of 80km/h.
