TheHanoi Department of Education and Training has just issued a document on determining enrollment
quotas for grade 10 in the 2025-2026 school year.
Accordingly, the Hanoi Department of Education and Training instructed units that when determining enrollment
quotas for grade 10, they need to base on important legal bases such as the Law on Education, Decree
No. 125/2014/ND-CP on investment and operation conditions in the education sector; Circular No. 11/2014/TT/BGDDT
on enrollment regulations for junior high schools, high schools and related current regulations.
The Department of Education and Training stated that it will consider not assigning enrollment quotas to educational
institutions that have not completed the legal basis for operating locations, have not ensured the school network
planning as committed; have not ensured fire prevention and fighting; have not ensured minimum teaching equipment;
have not built an online enrollment information portal...
Schools that have recruited more than the quota of the previous school year and have been administratively sanctioned
will have their enrollment quotas deducted in the following school year. Units that deliberately recruit students when they
have not been assigned quotas or recruit more than the quota without approval from the Hanoi Department of Education
and Training must be held legally responsible for their illegal enrollment.
The Hanoi Department of Education and Training also noted that autonomous public and private educational institutions
commit to organizing online enrollment on the unit's electronic information portal within the time prescribed by the department./.
