2025 is the year to strive for an economic growth rate of 8%, and is a pivotal year for the 

successful implementation of Vietnam's Socio-Economic Development Strategy for the period 2021-2030.


2025 is of special importance, being the final year of implementing the 5-year Socio-Economic 

Development Plan 2021-2025, and the starting year for the new phase plan.


From the beginning of 2025, the New Year messages of the Party and State leaders have ignited 

the fire of enthusiasm for the determination to innovate, make drastic efforts to act, and create 

institutional fulcrums to be able to promote the position and strength of the whole country.


The Government has agreed on the management theme of "Discipline, responsibility; 

proactive and timely; streamlined and effective; accelerating breakthroughs" for 2025. In this spirit, 

the Government held a conference to summarize the work of 2024 and deploy the tasks of 2025 

of the Government and local authorities on the morning of January 8 to create enthusiasm and 

momentum from the first day and the first month of the year to make the highest efforts 

to complete the 5-year plan 2021-2025.


Up to now, on average, Government agencies have reduced about 30% of internal focal points,

 in some places up to 50%, on that basis, restructuring the leadership team and cadres,

 civil servants and public employees.


The reduction of the apparatus helps reduce the payroll, reduce regular expenditures, 

which currently account for about 68% of total budget expenditures, and avoid overlap in 

the implementation of tasks of ministries and branches.


It can be affirmed that efforts to reorganize the apparatus together with efforts to promote 

economic growth and macroeconomic stability will contribute to creating a solid foundation, 

increasing strength and resources for the country.


One of the important foundations for 2025 is the results achieved in 2024. That is: 

the socio-economic situation in 2024 continued a very positive recovery trend, 

achieving and exceeding all 15/15 main targets, of which 12/15 targets exceeded the set target. 

The GDP growth results have helped raise the scale and ranking of Vietnam's GDP, 

increase per capita income and increase labor productivity...


Another highlight is that the happiness index increased by 11 places, ranking 54/143 countries 

and territories (according to the United Nations assessment). These results are a testament to 

our outstanding efforts, of special significance, contributing to creating momentum, strength, 

position, confidence and hope to achieve higher results, and enhance autonomy 

in 2025 and the coming period.


From the solid foundation of 2024, the General Secretary requested that prioritizing promoting 

economic growth, maintaining macroeconomic stability and controlling inflation are key goals 

to build a strong and stable economy, thoroughly implementing the motto 

"development for stability - stability for development."


To achieve an economic growth rate of 8% in 2025, focusing on growth quality and striving 

for double-digit growth in the 2026-2030 period, the General Secretary requested that 

synchronous and effective solutions be implemented. In particular, it is necessary to promote 

institutional breakthroughs, promote market principles in resource mobilization and allocation, 

and eliminate the "ask-give" mechanism and subsidy thinking.
